What it's for
The Growth section exposes the most sensitive data in Signal: individual salaries, compensation history, performance signals and manager feedback.
This screen exists so that access to it is:
Granted per person, never by role
Narrowed to only the divisions — and for three large divisions, only the departments — someone legitimately needs
Auditable, with every grant recording who gave it and when, and revocations kept as history rather than deleted
Delegable, so a small group can administer it without needing Signal admin or leadership access
This screen shows no salaries or performance numbers itself.
Getting in
Two things are required:
The "manage Growth access" permission, granted on this same screen by an existing Growth manager. Signal admins and leadership do not get this automatically — it's deliberately its own permission.
The Growth unlock password. The screen prompts for it, and the server rejects any management request without it. Ask the Signal team for it.
One important asymmetry: being able to manage Growth access grants you no data access at all. A manager who wants to see the People tab needs their own division grant and tab capability, exactly like everyone else.

A table of everyone with Growth access, showing:
Their scope — either "All divisions", a list of divisions, or specific departments within a division
Their capabilities — chips for People, Performance Radar and Manage access
Who granted it and when
An editor for adding or changing access: pick the person, tick their divisions (or departments where available), and tick which tabs they may see.
The three capabilities

Capabilities control which tabs are visible. The division scope controls which data they actually see. Both matter — a capability with no division scope shows an empty screen.
How to use it
Onboard a new viewer. Enter the password, click add, pick the person's email, leave People ticked, and tick their division. Within a couple of minutes they can open Growth → People and see only their division.
Narrow to specific departments. Tick the division, untick "all departments", and tick the specific ones. Only available for Shared Services, G&A and Healthcare — every other division is granted whole.
Unlock Performance Radar. It's hidden by default even for existing People viewers. Edit their grant and tick it. It appears in their navigation on their next sign-in or reload.
Delegate administration. Grant someone Manage access with no divisions at all. They can now administer everyone's Growth access without seeing any salary data themselves.
Offboard. Click Revoke and confirm. They lose the tabs and drop off the list. The grant history stays as an audit trail of who could see salary data and when.
Audit. When leadership asks "who can currently see Healthcare compensation?", read the table: everyone with "All divisions" or a Healthcare chip, with capability chips showing which tabs they actually hold.
Good to know
Changes aren't instant everywhere. Permissions are cached for about two minutes on the server, and the person's own browser only re-checks which tabs to show when they sign in or fully reload Signal. Revoked data access takes effect on their next request regardless, even without a reload.
A grant with no division shows nothing. If someone says the tabs are empty, check they have at least one division chip, not just a capability chip.
You can't save a viewing capability with no divisions — the screen blocks it, because the result would be an empty tab. A manage-only grant legitimately needs no divisions.
Revoking never deletes. Grants are marked revoked and kept permanently as an audit trail.
Someone may show People access you never granted. Before per-tab capabilities existed, any division grant implied People access, and that default still applies to older grants. Edit their access and save with People unticked to turn it off explicitly.
The division picker can be empty on a freshly restarted server, with a message saying so. Open the Growth → People tab once to warm the data, then come back.
A person must have signed into Signal at least once to appear in the dropdown. If they're missing, have them log in, then add them.
Revocations are applied before additions when you save, so a failure mid-save always errs toward less access, never more.
Department names are validated on save. A department that has drifted out of sync is rejected with a clear message rather than silently matching nobody.
The unlock password is a shared secret and can only be rotated by the Signal team.
Common questions
Who can open this screen? Anyone with the "manage Growth access" permission, plus the Signal super-admins. Signal admins and leadership do not get in automatically. Everyone also needs the unlock password.
What's the password and where do I get it? A shared second factor on top of your permission, held only on Signal's server. Ask the Signal team. The same password unlocks the People and Radar tabs.
I granted someone access but they can't see the tabs. Two expected delays: about two minutes of server caching, and their browser only re-checks on sign-in or reload. Ask them to reload. If it still doesn't work, confirm their row has both a capability chip and at least one division chip.
The division list is empty. The picker is built from the People dataset, which may not be warm after a server restart. Open the People tab once, then return.
Can I limit someone to one department? Only in Shared Services, G&A and Healthcare. Everything else is granted whole. For other divisions it's a code change — ask the Signal team.
Does "manage access" let them see salaries? No. They can administer grants only. Seeing data needs their own division grant plus a tab capability — true for super-admins too.
Does Revoke delete the history? No. Grants are marked revoked and kept as a permanent audit trail.
Why does someone show People access I never checked? An older grant, from before per-tab capabilities. Save with People unticked to make it explicit.
Is Performance Radar on by default? No. Strictly opt-in, hidden by default for everyone including existing People viewers.
What's the difference between General Access and Growth Access? General Access manages Signal's overall access levels. Growth Access manages only the Growth section, with its own delegated managers and its own password. Holding a role in one grants nothing in the other.
I can't find the person in the dropdown. They've never signed into Signal. Have them log in once, then add them.
